Northern Program operates in communities across northern Israel to strengthen local leadership, community resilience, personal security, and civic engagement. The program focuses on identifying, recruiting, training, and mentoring youth and young adults from within the communities themselves and developing them into local leaders who take responsibility for challenges in their neighborhoods and towns. Participants take part in ongoing leadership training, professional workshops, educational activities, and “Love of the Land” trips. Local leadership groups then translate this training into practical community action, including neighborhood improvement projects, rehabilitation of public spaces, community gardens, placemaking initiatives, and community-building events that bring together residents, volunteers, municipalities, and local partners. The program also operates Night Watch and street outreach activities. Local volunteers and young leaders maintain an active presence in public spaces, build relationships with youth and residents, identify community needs, and contribute to strengthening personal security and neighborhood cohesion. Service Year participants and National Service volunteers are integrated into the local leadership infrastructure and support educational activities, volunteer mobilization, community initiatives, and ongoing work with residents. During emergencies, the same local leadership network supports community response through volunteer coordination, logistical assistance, activities for children and families, support for residents, and cooperation with local authorities. The program is designed to create a permanent local infrastructure of trained residents and young leaders who can identify needs, mobilize their communities, and lead sustained local change.
