To engage in collaborative initiatives of kibbutzim and Kibbutzim associations for cultural, educational, scientific, health, welfare or sports purposes. To establish and manage institutions and a fund for scholarships and aid for the purposes of culture, education, science, health, relief or sports of Kibbutzim. To establish, operate and participate in commemoration or memorial events and endeavors. To serve as an operating organization for the operation and management of informal education frameworks such as day care centers and children and youth organizations. To organize and direct training and educational programming in the fields of formal and informal education. To establish and manage infrastructure and activities to address all needs for Western Negev Kibbutzim that are evacuated from their homes.
