Kav LaOved (The Worker’s Hotline) is the main civil society organization in Israel committed to the defense of worker’s rights within the framework of Israel’s labor law and international standards, irrespective of nationality, religion, gender, or legal status. Since 1991, Kav LaOved supports the most disadvantaged populations in the Israeli labor market: migrant workers, refugees, asylum-seekers, workers with no status, Palestinians, Arab citizens of Israel, and low-income Israelis. KLO provides labor rights guidance as well as legal and paralegal assistance to individual workers. We also monitor the labor market, document violations, and carry out policy and legal advocacy directed at policy improvements. KLO engages all levels of society – from the community to the High Court – to protect workers’ rights. At the grassroots level, we distribute information about workers’ rights and offer individual assistance to thousands of workers who need support advocating for and attaining their rights. We also monitor and track work accidents across all labor market sectors. This grassroots work captures emerging trends in labor rights violations by employers, state failures in the implementation and enforcement of current laws as well as gaps in the overall worker protection framework. Our systems level advocacy in turn improves state enforcement of current laws and promotes needed changes in the overarching legal, policy and regulatory framework of the labor market. Once new policies or laws are adopted, KLO again has a comprehensive “feedback loop” through our grassroots work to monitor and evaluate an initiative’s effectiveness and push for further reform as needed.
