The Hadera Development Fund was established in 1994 whose main aim is to improve the lives and the future for the residents of the city, many of whom are immigrant families not living in the best conditions. Major accomplishments have included the Clore Community Center that provides programs for children and adults, the Grossman Family Parent-Child Center that provides programs for at-risk families, and the creation of a citywide network of small neighborhood youth clubs in underprivileged areas.
