The Civil Election Guard (CEG) is an independent, non-partisan civil society organization dedicated to ensuring the integrity of Israel’s democratic process and strengthening public trust in its elections. Founded in 2019, CEG addresses critical vulnerabilities in the election system, particularly the thousands of “unbalanced” polling stations lacking proper multi-partisan oversight, which are at high risk for misconduct. Our primary activity is the large-scale recruitment, training, and deployment of thousands of volunteer observers to polling stations on Election Day. Our activities are built on three core pillars: 1.Data-Driven Targeting and Deployment: We utilize a sophisticated, data-driven methodology, in partnership with data professionals, to conduct in-depth analysis and identify “high-risk” polling stations. This allows us to strategically deploy volunteers where they are needed most. 2.Election Day Operations: On Election Day, CEG operates a national headquarters and call center staffed by legal and operational experts. Volunteers in the field use our digital platform to report irregularities in real-time. Our team provides immediate legal aid and operational guidance, and escalates critical issues to the Central Election Committee. The mere presence of our trained, non-partisan observers serves as a powerful deterrent against misconduct. 3.Research, Advocacy, and Digital Monitoring: Between elections, CEG functions as a professional knowledge center. We conduct research, map threats to election integrity, and advocate for systemic improvements directly with the Central Election Committee. We are also establishing a “Digital Election Guard” to monitor and counter disinformation and manipulation campaigns in the digital sphere.Through these activities, The Election Guard has become a vital and effective pillar in defending the integrity of Israeli democracy, with a proven track record of preventing irregularities and ensuring votes are counted fairly.
